Since serving my country for 21 years in the United States Army, I have been continuously seeking out other ways that I can serve my neighbors and community.
That’s why I am announcing my candidacy for the 89th District in Virginia’s House of Delegates.
During my 21 years in the United States Army, I directed the public relations effort for the US. Army’s most media-intensive division, the 82nd Airborne Division, deploying on the first aircraft during the First Gulf War – Desert Shield/Desert Storm. During these two high-profile deployments, I worked with almost every major television and radio network, as well as most leading newspaper wire services and major dailies in the world to tell the stories of our brave men and women in uniform.
After the military, I led the public relations department for a major university where I launched Executive Leadership Series monthly luncheons. I currently serve on the Chesapeake Hospital Authority and am President of the Hampton Roads Leadership Prayer Breakfast.
I have served as president of the Chesapeake Rotary Club, the Virginia Beach Forum, and on the Mayors Commission on Veterans Affairs. I am an active member of Great Bridge Baptist Church, having served in several leadership positions. My wife, Glenda, and I live in Chesapeake, Virginia. We have three children and four grandchildren.
I’m running for Delegate because for too long politicians in Richmond have failed to lead. In Richmond I will continue my service and work tirelessly on behalf of my constituents. I will work to cut the gas tax and eliminate the regressive Grocery tax. I will oppose Green New Deal policies that increase our bills and hurt working families. I will also stand up for our values, by supporting common-sense pro-life legislation and supporting our constitutional rights.
I am proud to be endorsed by Congressman Randy Forbes, Mayor Rick West, Vice Mayor John DeTriquet, as well as Senator John Cosgrove and Delegate Jay Leftwich.
Driven by the same faith and conservative values that Glenda and I have instilled in our children and grandchildren, I am ready to bring leadership and common sense to Richmond.

Baxter Ennis served 21 years in the United States Army retiring as a lieutenant colonel. He directed the public relations effort for the US. Army’s most media intensive division, the 82d Airborne Division, deploying on the first aircraft during the First Gulf War – Desert Shield/Desert Storm. He also participated in a combat parachute jump with the division during the Panama Invasion. During these two high-profile deployments, he worked with almost every major television and radio network, as well as most leading newspaper wire services and major dailies in the world.

In 2018, Ennis published “When Leadership Mattered: Inspiring Stories of 12 People Who Changed the World.” In his book Ennis writes “Great leaders can be found anywhere, from the battlefield to the boardroom to a basketball court. The leaders in this book refused to bow to the tyranny of the status quo, and with tenacity, boldness and an unshakeable sense of the rightness of their cause, challenged the inevitable.” The book is available on Amazon.com and Kindle.

Ennis currently serves on the Chesapeake Hospital Authority, has served as president of the Chesapeake Rotary Club, the Virginia Beach Forum, and is currently president of the Hampton Roads Leadership Prayer Breakfast. He also served on the Mayors Commission on Veterans Affairs. He is active with his church having served in several leadership positions. He and his wife started and have led a prayer group that has met weekly for more than 15 years.

After the military, Ennis led the public relations department for a major university and later started his own newspaper.

Ennis and his wife, Glenda, live in Chesapeake, Virginia. They have three wonderful adult children and four awesome grandchildren.
A Lifetime of Service
Throughout my life, I have been committed to service…service to my church, my community and to my country as a military Veteran.
Along the way, that service took me down many different paths that trained and helped to shape me into the man I am today. With each new experience, I developed an even greater desire to serve. I am now honored to seek a seat in the General Assembly and serve our citizens as a public servant in the community I love.
With your support, we will succeed in preparing our community for the challenges the future will bring. With your support, we will succeed in maintaining the quality of life we have come to expect. And, with your support, I believe we will succeed in being a shining example across the Commonwealth of Virginia for years to come.
